Off-peak rates are a great way to decrase the energy load on the grid as is being implemented in Washington. Another way would be to stick a solar panel on your roof (and it would save you about $25 per month in energy costs). I have found that the most successful way to encourage people to 'go green' is one that does not require a behavior change.
